In ' cur previous letters we have atteapted to be complete, concise, and

specific in providing. the bases ' for our reglests.. To further demonstrate good casse. for 'such regiests, we are clarifying herein some of the justifications supporting those rensests.

' Oar letter of October 19,1984 (NED-84-550) illustrates the level of job complexity' incumbent.in the major eglipment replacement' effort.

Ebr example, the. analog transmitter trip system (ATTS) which is part of the overall eglipnent gialification = program, is a state-of-the-art integrated instrumentation network.. : Installation of ATE: eclipnent involves nore than rote component-by-couponent replacenent. GPC Response to Item No. 2 Ehclosure 2A to this. letter provides manpower reglirements which have been estimated by GPC for completion of all Unit' 1 outage eq11pment gialification modifications.

It should be noted that similar estimates

. prod 1ced by GPC for the previous Unit 2 outage were considerably lower than the actual man-hours that were realired to conplete the work.

.GPC has 'also compiled' a listing of the design status for each type of

Die to the rumerous major plant nodifications that were performed c11 ring the last Unit 2 outage, many critical GPC and contract personnel at Plant Hatch accinulated significant overtime while completing that work. A sunnary of the overtime coupiled daring that outage is provided in Enclosure 3.

As noted in that encloaire, 85% of the contract workers will-perform significant -roles in the eglipment osalification installation effort for Unit 1.

'Ihis results in the majority of the personnel involved in the Unit 2 effort potentially having worked 44 weeks of essentially contimous cutage activities, which could lead to excessive fatigue and result in a - red 2ction of proclictivity and the osality of the installation effort.

For this reason, GEC has determined that overtiJne work performed d1 ring the alrrent Unit 1 outage nust be limited.

-installed, one is a spare). After Unit 2 shuts down for the scFe& led Spring 1985 aitage, : these instruments will be replaced and-sent to the vendor for - modification.

%ey should be returned to GPC in time for installation on. Unit 1. & ring the ' sche & led. Fall 1985 outage.

. %erefore, GPC. has remested a deadline extension for ttese devices (previalsly listed as Ell-N002A,B) to November 30, 1985.

1GIC is 'also experiencing proalrement lead time problems with seven

' Resistance Temperature l Detectors.(R' ids) for Unit 1.

. Itese devices are sche & led for arrival at Plant ' Hatch on February 8,1985.

GIC also had to. return ; ten. transmitters to the vendor (Barton Instrument 00.) for

. repair, recalibration, and tenperature coupensation.

No date has yet been specified for the resohition of this task complication.

In addition, GEC has also discovered that ten master trip units will have to be modified by General Electric Conpany. %is task complication is' ache & led to be resolved by December 15, 1984.

GPC -is currently cond1cting plant walkdowns and reviews with regard to the effect of - the _ egipnent qualification modification on the High mergy Line. Break j (HEIB) - analyses and the seismic design for Unit 1.

%e c reviews are. highly involved and could significantly affect-the

- olrrent' modifications design L for that plant.
