OPERATING LICENSES DPR-57, NPF-5 EDWIN 1. HATCH h0 CLEAR PLANT UNITS 1, 2 RESPONSE TO NRC GENERIC LETTER 84-24 Gentlemen:

By letter dated December 27, 1984 (Generic Letter 84-24) the NRC

-requested that all operating reactor licensees submit specific certifications with regard to tne requirements of 10 CFR 50.49. This letter provides the requested affirmations.

GPC certifies that Plant Hatch Units 1 and 2 have in place and are implementing an Environmental Qualification (EQ) Program by which GPC intends to satisfy the requirements of 10 CFR Section 50.49 within the currently approved schedule for each plant, excepting those equipment items for which problems with delivery or testing of new equipment could impact the current deadlines. Specifically, GPC has made one deadline extension reauest (NED-85-061, dated March 1, 1985) which has not yet been acted on by the NRC. This letter requests extension of the deadline for the Unit 2 hydrogen and oxygen analyzers due to chronic delays which have occurred in the environmental testing program. In addition, GPC is awaiting shipment of new valves and/or actuators to provide the isolation functions on the RHR Containment Spray lines (2 Ell-F016A,8 and 2 Ell-F021A,B). Any delays in these delivery schecules could prevent GPC from meeting the current March 31, 1985 qualification deadline for these devices. Therfore, GPC may be

- requesting a deadline extension (not beyond November 30, 1985) for these valves in the near future.

Stolz, Chief Operating Reactors Branch No. 4 March 4, 1985 Page Two GPC certifies that all equipment at Plant Hatch identified by GPC as being within the scope of 10 CFR 50.49 is either fully qualified or a Justification for Continued Safe Operation (JCO) har been submitted pending full qualification. These JCOs include coverage for all not fully qualified equipment which is necessary to provide at least one complete path to safe shutdown, pending full qualification of that equipment. As an enclosure to this letter GPC submits one JC0 for certain equipment items which were recently added to the scope of the Plant Hatch equipment qualification program.

GPC certifies that the following documents issued by the NRC Office of Inspection and Enforcement (I&E) have been reviewed for applicability to Plant Hatch, and that the above certifications are unaffected by the results of those reviews: I&E Bulletin 82-04, I&E Information Notices 82-11, 82-52, 83-45, 83-72, 84-23, 84-44, 84-47, 84-57, 84-68, 84-78.

Generic letter 84-24 requested that these certifications were to be submitted by January 26, 1985. However, GPC did not receive this letter until after the deadline had passed. This problem wasand discussed by Mr. R. D.

telephone between the NRC project manager for Plant Hatch Baker of GPC. It was agreed that GPC should submit the required response as soon as possible.

. l ENCLOSURE NRC 00CEET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 RESPONSE TO NRC GENERIC LETTER 84-24 Unit 2 Justification for Continued Operation:

Buchanan Terminal Blocks During a recent walkdown of E. I. Hatch Unit 2, it was discovered that some of the terminal blocks which were previously thought to be States Type NT are actually terminal blocks manufactured by Buchanan.

The manufacturer has been contacted and has provided test information which indicates that the materials from which the terminal blocks have been manufactured have been satisfactorily tested to 1500C and to a radiation level of 2 x 108 rads.

However, since the materials tests do not meet the D0R Guidelines as required, the terminal blocks in question will be replaced with qualified States Type ZWM terminal block at the next opportunity.

The station is justified to continue operation based on the fact that the terminal blocks are located within enclosures. The temperature and radiation values to which they have been tested are far in _ excess of the levels which they will see at the station under the worst postulated accident conditions, and they are a totally passive component.
