IPPLEMENTATION GF GE SIL 299 AND SIL 299 StPPLEMENT 1 Gentlemen:

On January 27, 1982, a meeting was held between the BWR Owners Group and the tEC to address the adequacy of core cooling detection.

The NRC expressed concern about the changing of plant operating procedures to alert the operators to the conditions referenced in General Electric Company SIL 299 and SIL 299, Supplement 1 (Reference leg flashing of Yarway level instruments and cold leg flashing of GE/MAC level instruments).

At that time, an agreement was reached that the BWR Owners Group would survey all BWR operators to determine if procedures had been implemented to resolve the concerns referenced in SIL 299 and SIL 299, Supplement 1.

This survey was to be completed by February 10, 1982.

The tRC also requested a letter - from each licensee stating the current compliance status of their plant; that is:

Procedures in place to address reference leg flashing (as described in SIL 299) and cold leg flashing (as described in SIL 299, Supplement 1) and the date by which this was accomplished, or 2.

Schedule for implementing procedures.

Actions taken to correct the reference leg flashing of the Yarway level instruments were as follows:

Hatch Unit 1 A Design Change Request was written to increase the setpoint a.

fj of the automatic depressurization system (ADS) permissive /'g/

switches in the conservative direction so as to ensure ADS actuation capabilities under post-LOCA conditions.

(NOTE:

This setpoint change takes into consideration the effect of

/ D the post-LOCA high temperatures on the Yarway reference leg).

This change was implemented on May 29, 1980 and the affected functional test and calibration procedures were revised to reflect the setpoint change.

The plant procedure for Pipe Break Inside Primary Containment was revised to provide operators with a method of making temperature corrections to level' readings - thus providing a method of determining the true reactor water level under accident conditions.

The procedure revision was signed by the Plant Manager on October 15, 1979.

This change was implemented on January 23, 1980 and the affected functional test and calibration procedures were revised to reflect the setpoint change.

The new revision was signed by the Plant Manager on October 15, 1979.

No corrective action has been taken to date on the GE/MAC cold leg flashing problem; however, procedure revision requests to do so will be submitted to the Plant Review Board by February 18, 1982.

This will consist of revising the plant procedure for Pipe Break Inside Primary Containment to provide operators with a method of determining the true reactor water level, as indicated by the GE/MAC instruments, under accident conditions.
