.bU Gentlemen:

QA This letter confirms a

recent telephone conversatioE "

with Mr.

D.

Verrelli (NRC) in which Georgia Power Company (GPC) requested and received permission to delay the scheduled installation of qualified limit switches and solenoids on Unit 2 during the current re fueling cutage.

Following is a brief discussion of the reason for the delny and GPC's new commitment for completing the installation.

During our continuing effort to e n s u r e.

that equipment is installed in acccrdance with tested conditior s, a problem was discovered with qualified installation of NAMCO limit switet.es.

During engineering review, it was noticed that the test which qualifies NAMCO limit switches used a sealer to prevent moisture from entering the limit switch through the conduit connection.

Subsequent invectigation of this sealer revealed an extended delivery time and significant additional weight.

The additional weight could conceivably have some adverse e f fect on the seismic qualification of the components.

Thus, a

suitable replacement was sought and thought to be found in a 3M product called " Scotch Cast 9".

Duke Poser has used this material and tested it to their p1 ant canditions.

Most of the available documentation has been received by GPC and is being evaluated.

Additionally, GPC believes that the sealing of the solenoid valve with this material, when

approved, sill greatly enhance the qualifications of the solenoid valves by preventing any moisture intrusion into the coil of the solenoid.

For this reason, and to have simultaneous change out of both solenoids and limit switches, this modification was also delayed.

GPC now comnits to complete the replacement of Unit 2 limit switches and solenoids identified in its previous submittals in an expeditious manner, but not to exceed the end of the next re fueling outage or June 30, 1982, which ever comes first.

It should be pointed out that the new commitment is in accordance with the requirements of the subject oulletin and that all previous.j u s t i fica t i o n s for limit switches and solenoids as submitted are still valid during this extended period.

Nuclear Regulatory Commission Office of Inspection and Enforcement Region II - Suite 3100 February 17, 1981 Page Two This new commitment will be reflected in package GPC a

will send to the NRC which will update the I&E Bulletin 79-018 response.

This update package will also provide a justification for continued operation considering the main steam isolation valve limit switch installation as inadequate.

In

addition, other valve limit switch installations will be listed as inadequate.

The current generic justification for limit switches which indicate position only and which lack adequate documentation is applicable to these situations.

By this package GPC will also correct some typographical and other miscellaneous errors discovered in the February 1, 1981, submittal.

Currently, GPC still expects to meet its commitment for replacing identified limit switches and solenoids in Unit 1 during the upcoming Unit 1 outage.

Should you have any questions, please contact this o f fice.

Very truly yours, Sb'Wf 7&$
