On March 50, 1984, Georgia Power Conpany (GPC) albnitted a report to the NRC (NED-84-161) - which cutlined the program for meeting the reg 2irements of 10 CFR 50.49 at Plant Hatch.

'Ihis report included a listirg of eglipment items at Hatch-2 (Encloaire 2, Table 2, Footnote A) which GPC believed might not be fully g2alifiable by the reg 21atory deadline (second refueling cutage after March 31, 1982.

Included in this list were the new Limitorgie SB-3-150 motorized operators purchased as envirorsnentally gjalified replacements for the motors on valves 2 Ell-F016A&B.

'Ibese new valve operators meet the gialification req 2irements of 10 CFR 50.49; however, they can not be installed at present since they would cause severe overstressing of the body flanges on the albject values diring a Design Basis Earthglake. All attenpts to resolve this seismic problem using refined analysis techniq2es have been unasccessful (see Attachment 2 for the analysis report).

GPC has also determined that there is no other conimercially available motorized operator which cculd meet the applicable performance specifications and the req 2irements of 10 CFR 50.49.

Therefore, the only remainirg course of action is replacement of the two affected valves.

m-GeorgiaPower A NED-84-334 ally 12,1984 Page Two GPC is expediting procurement of two new valves to replace the current 2 Ell-F016A&B valves which serve as cutboard containment isolation on the two Resicinal Heat Removal System Containment Spray Lines.

The items reg 2 ired are 16 inch, 300 lb., Class 2 globe valves.

GPC has attenpted to procure existing spare valves from other utilities and alpplyers (includiry those listed in Attachnent 1) without alccess.

01rrently, GPC estimates that the new valves could not be received at Plant Hatch before the end of 1984.

This is well beyond the gialification deadline date (end of the current Hatch-2 refueling / pipe-replacenent outage) which is currently projected to be near the end of ally 1984.

Conseglently, GPC hereby recpests an exemption from the autage based deadline specified in 10 CFR 50.49(g) for the motorized operators on valves 2 Ell-F016A&B at Plant Hatch Unit 2.

However, GPC will make every practicable attenpt to meet the March 31, 1985, deadline date specified in that same regulation.

Anchor /Darlirg Valve Company Atwood & Morrill Conpany, Inc.

Only the last two companies on this list are able to alpply valves which meet GPC's specifications.

Neither of these firms is able to deliver the valves prior to the end of 1984.
