ENCLOSURE 1 NOTICE OF VIOLATION Southern California Edison Co. Docket No.: 50 361 San Onofre Nuclear Generating Station License No.: NPF-10 During an NRC inspection conducted on July 28 through September 7,1996, one violation of NRC requirements was identified, in accordance with tne " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Unit 2. Technical Specification Surveillance Requirement (SR) 3.8.7.1 requires the licensee to " verify correct inverter voltage and alignment to the required AC vital buses" every 7 days.

Surveillance Requirement 3.8.7.1 was implemented by licensee Procedure SO23-0-9, Revision 2, " Operator Rounds and Inspections," and by the computer-based operator rounds, " Unit 2 Primary ACO Round 23." ltem 37 of the Unit 2 Primary Assistant Control Operator Round 23 states that for Battery inverter 2D3 output voltage, the minimum value is 118.0 volts and the maximum voltage is 122.0 volts.

LCO 3.8.7, which is applicable in Modes 1-4, states that "the required Train A, Train B, Train C, and Train D inverters shall be OPERABLE." Action A.1 requires that with one required inverter inoperable, " power AC vital bus from its Class 1E constant voltage source transformer" within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.

Surveillance Requirement 3.0.1 states that " failure to meet a Surveillance, whether such failure is experienced during the performance of the Surveillance or between performances of the Surveillance, shall be failure to meet the Limiting Condition for Operation (LCO)."

. Contrary to the above, at approximately 6:10 a.m. on August 28,1996, the NRC inspector identified to the licensee that Battery Inverter 2D3 output voltage indicated 122.5 volts. The licensee did not enter actions required by Surveillance Requirement 3.0.1 to meet LCO 3.8.7, and did not establish that the output voltage was within the acceptance criteria until approximately 12:15 p.m. on August 28, 1996.

This is a Severity Level IV violation (Supplement 1) (Violation 50-361/96009-01).

Pursuant to the provisions of 10 CFR 2.201, Southern California Edison Co. is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory ,

Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the  !

Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). O basis for disputing the violation, (2) the corrective steps that have been taken and the
