APPENDIX A NOTICE OF~ VIOLATION Southern California Edison-Company, Docket Nos. 50-361 and.
Post Office Box'800 50-362 2244 Walnut. Grove Avenue License Nos. NPF-10 and' Rosemead, California 91770 NPF-15 As a result of-the inspection conducted during the period May 13-16, 1986, and in accordance with NRC Enforcement Policy, 10 CFR Part 2, Appendix C, the following viola' tion was. identified:
10 CFR 19.12 states in part, "All~ individuals working in or frequenting any portion of_a restricted. area shall be kept informed of...the purposes-and functions of protective devices employ ed...shall be instructed in the appropriate response ~ to warnings made in the'eventrof any unusual occurrence or malfunction that may involve-exposure to radiation or radioactive material..'.".
Contrary to this requirement, as of January 30, 1986 Southern cali.
fornia Edison.had. failed to inform and. instruct its employees as to the purposes and functions and appropriate responses;to visual strobe light devices placed in service in the Unit 2 Containment Building on'3/12/85 for the purpose of-' assuring persons in high noise areas are made. aware of emergency warnings.-
In response to this finding, Southern California Edison has already issued a bulletin-concerning the purpose of.the strobe lights and their proper : response to its employees and included a section in the;-training program addre.1 sing this-same information.
