N ENCLO3URE1 NOTICE OF VIOLATION I

Southern California Edison Co. _ Docket No.: 50 361 San Onofre Nuclear Generating Station License No.: NPF 10 During an NRC inspection conducted on December 21,1997, through a.ouary 31,1998, one violation of NRC requirements was identifiec'. In accordance with the " General Statement of Policy and Procedure for NRC Enfo' cement Actions," NUREG-1600, the violation is listed balow:

10 CFR Part 50, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type approorkte to the circumstances and shall be accomplis'1ed in accordance with these instructions, procedures or drawings.

Procedure SO123-1-20, " Seismic Controls," Revision 5, Step 6.3.6, requires that

" restraints shall be placed to ensure that equipment does not topple over during a scismic event."

Contrary to the above, on January 9,1998, seven fire extinguishers inside Unit 2 containment were not restrained and were free to topple over during a seismic event.

The fire extinguisher cabinet doors, which were the designed seismic restraint for the extinguishers, were not latched shut and were free to open.

This is a Severity Level IV violation (Supplement I) applicabie to Unit 2 (Violation 50-361/97027-02).

Pursuant to the provisions of 10 CFR Part 2.201, Southern California Edison Co. is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region W,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and shou'J include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Your response inay reference or include previous docketed correspondence, if the correspondence adequately addresses the required .esponse. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
