ENCLOSURE 1 NOTICE OF VIOLATION Southem California Edison Co. Docket Nos.: 50-361  !

San Onc,fre Nuclear Generating Station 50-362 License Nos.: NPF-10 NPF-15 During an NRC inspection conducted on May 18 through July 5,1997, two violations of '

l NRC requirements were identified. In accordance with the "Generai Statement of Policy and Procedure for NRC Enforcement Actions,". NUREG-1600, the violations are listed below:

A. 10 CFR 50.73(d) requires, in part, that licensee event reports must be submitted I within 30 days of discovery of a reportable event.

Contrary to the above, on January 24,1997, a Station Technical engineer identified that survei!!ance tests of the containment purge exhaust radiation monitors in Units 2 and 3 had not been performed as required by Technical Specifications, and the licensee failed to submit a licensee event report within 30 days, as required by 10 CFR 50.73(a)(2)(l)(B). The licensee submitted the licensee event report on April 23,1997.

This is a Severity Level IV violation (Supplement 1) applicable to Units 2 and 3 (Violation 361; 362/97012-05).

B. Units 2 and 3 Technical Specification 5.5.1.1.a requires, in part, that written procedures shall be established, implamented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, February 1978.

, Regulatory Guide 1.33, Appendix A, February 1978, recommends procedures for security and visitor control.

' General Security Procedure SO123-XV-24, Temporary Change Notice 2-2, " Security Responsibilities of Site Ernploy6es," Step 6.4.3, requires personnel in the protected aren 'to maintain custody of the card-key badge at all times."

Contrary to the above, on July 3,1997, a licensee supervisor in the protected area

'did not have custody of his card key badco.,

Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response. - if an adequate reply is not received within the time specified in_this Notice, an order or a Demand for Information may be issued as to why the license sho'uld not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time. No response is required for Violation B, as we have completed our review' of your corrective actions.

Because your response will be placed in the NRC Public Document Room (PDR), to the extent possible, it should not include any personal privacy, proprietary, or safeguards information co that it can be placed in the PDR without redaction. However, if you find it necessary to include ruch information, you should clearly indicate the specific information that you desire not to be placed in the PDR, and provide the legal basis to support your request for withholding the information from the public.  :
