Dear Sir:

During discussions with the NRC Staff on May 21, 1986, the Staff agreed that our methodology for determiaing the level measurement error caused by reference leg heatup [ Reference (b)] was acceptable if qual-ified alarms are provided to alert the operator. Based on this we committed to providing high containment pressure alarms and containment pressure indication, that meet the criteria in FSAR Section 7.5.4.4 for Design Category 1 Accident Monitoring Instrumentation,. prior to exceeding five percent power so that the methodology discussed could be applied to Seabrook Station.

Since the instrumentation committed to above will not be available prior to fuel load, we will also commit to keeping the containment purge valves closed when in Mode 2 under the Low-Power License. Analyses have been performed for a spectrum of break sizes at various power levels using the methodology and assumptions presented in Reference (b) with the containment purge valves closed. The containment temperatures cal-culated are less than 185* when SI is actuated on High-1 containment pressure (5.8 psig). Since the low-low-level setpoint, 17.1%, is cal-culated using a reference leg temperature of 185'F, the level trip can be relied on to mitigate a feedwater line break without operator action.

Attachment A, a revised Technical Specification, Section 3.6.1.7, provides suggested wording to reflect this commitment.
