Gentlemen:

Page Amendment No. 5 to the SPMC and its implementing procedures is submitted as Enclosure 1 pursuant to the requirements of 10CFR50.4(b)(5).

Nine (9) copies are provided to facilitate your review.

The changes contained in Page Amendment No. 5, which are denoted by vertical change bars located in the right hand margin, were in large part generated by the following:

- lessons learned from recently conducted drills;

- inclusion of procedures for the activation of the Public Alert and Notification System (PANS) and Vehicular Alert and Notification System (VANS); and

- inclusion of procedures to facilitate a shift change.

Other changes reflect enhancements of existing plan and procedure sections.

To assist in your review, Enclosure 2 provides a matrix identifying the changes included in Page Amendment No. 5 and the applicable plan sections in which they appear. Only those changes which are substantive in nature appear on this matrix. Editorial changes such as repagination are not shown here.

Distribution of Enclosures 1 and 2 will be made to the Service List, FEMA and the SPMC and NHRERP Regional Assistance Committees. Subsequent distri-bution of Enclosure 1 will be made to all controlled distribution holders of the SPMC.
