TECHNICAL SPECIFICATION CHANGE REQUEST REGARDING THE NUCLEAR SERVICE WATER SYSTEM SWAPOVER LOGIC - CATAWBA NUCLEAR STATION, UNITS 1 AND 2 (TACs 69077 AND 69078)

By letter dated August 9,1988, you requested a change to Technical Specific-ation (TS) Table 3.3-3, item 14.g., for Catawba Nuclear Station. The change is ;n regard to the swapover logic for the Nuclear Service Water System which affects the pumphouse pit level instrumentation. You also re that the TS change permit a 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> waiver of compliance (per pit) fromquested the Action Statement requirements to allow for the implementation of this modification.

In your supporting discussion regarding the waiver of compliance you stated that, during installation of the modification, the Nuclear Service Water System swapover circuit needs to be rendered inoperable for a short period of time (less than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> per pit) and that, during this time, at least eie pit wil' }e available.

We have ' ; viewed your request for a waiver of compliance and find that your sum rting discussion does not provide an adequate safety assessment when re aering the pit incoerable for 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />. Also, discussions of the compensatory actions taken during that period and of the hazards considerations were not provided.
