. NRC INTEGRATED INSPECTION REPORT 50-413/99-05 AND 50-414/99-05
Dear Mr. Peterson:
This refers to the inspection conducted July 18 through August 28,1999, at the Catawba facility.
The enclosed repor+ ~esents the results of this inspection.
During the inspection period, your conduct of activities at the Catawba facility was generally
characterized by safety-conscious operations, sound engineering and maintenance practices,
and careful radiological work controls.
Based on the results of this inspection, the NRC has determined that nine violations of NRC
requirements occurred. These violations, which are described in the subject inspection report,
are being treated as Non-Cited Violations (NCVs), consistent with Appendix C of the
Enforcement Policy. In addition, this report administratively dispositions six NCVs related to '
past ice condenser issues. These NCVs were previously communicated to you by letter dated
August 2,1999.' NCV 50-413,414/99-05-07, involving inadequate corrective actions associated
~ with degraded service water supply piping to the auxiliary feedwater system, was of concem.
We believe that had you been more timely in performing flow testing of the service water supply
piping to the auxiliary feedwater pumps, you would have identified the degraded condition prior
to its impacting the capability of this safety-related equipment. If you contest the violations or
severity level of the identified NCV(s), you should provide a response within 30 days of the date
of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission,
' ATTN.: Document Control Desk, Washington DC 20555-0001, with copies to the Regional
~ Administrator, Region ll; the Resident inspector at the Catawba site; and the Director, Office of
Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
