CATAWBA NUCLEAR STATION - REVIEW OF INDIVIDUAL PLANT

Dear Mc Peterson:

By letter dated June 21,1994, Duke Energy Corporation (Duke, formerly Duke Power Company), responded to Generic Letter (GL) 88-20, Supplement 4, by submitting the IPEEE report for Catawba. As a result of our request for additionalinformation da.ed September 15, 1995, Duke provided additional information by a letter dated November 17,1995. On April 26, 1996, we issued a draft Technical Evaluation Report prepared by NP.C contractor Energy Research, Inc. On July 30,1996, Duke submitted supplemental information.

We and our contractor performed a completeness and reasonableness " Step 1" review of Duke's submitted IPEEE information. O7 the basis of such review, we conclude that Dukds IPEEE process is capable of identifying the most likely severe accidents and severe accident vulnerabilities, and therefore, the Catawba IPEEE has met the intent of Supplement 4 to GL 88-20. Duke did not identify any potential severe accident vulnerabilities related to seismic events, fire, or other external events. We note that a number of plant-specific improvements in the seismic and fire areas were implemented at Catawba as a result of the IPEEE program.

A number of Generic Safety issues (GSis) and Unre solved Safety issues (USts) were identified in Supplement 4 of GL 88-20. We found that the following were resolved for Catawba:

USl A-45, " Shutdown Decay Heat Removal Requirements"; GSI-131, " Potential Seismic I

Interaction involving the Movable In-Core Flux Mapping System Used in Westinghouse Plants;"

GSI-103, " Design for Probable Maximum Precipitation;" GSI-57, " Effects of Fire Protection 1 System Actuation on Safety-Related Equipment;" and the Sandia " Fire Risk Scoping Study f issues."

Subsequant to the issuance of the generic letter, we determined that the plant-specific analyses being requested in the sPEEE program could abo b'a used, through a satisfactory IPEEE review, /

to resolve the external event aspects of a number of GSis. Accordingly, we found the following 5 GSis resolved for Catawba on the basis that no vulnerabilities associa'.ed with the extemal event aspects of these issues were identified: GSI-147,

  • Fire-Induced Alternate Shutdown / Control Room Panel Interactions;" GSI-148, " Smoke Control and Manual Fire-Fighting Effectiveness;"

and GSI-172,

  • Multiple System Responses Program."
