NRC SPECIAL INSPECTION REPOR7 NOS. 50-413/99-11 AND 50-414/99-11
Dear Mr. Peterson:
This refers to the special inspection conducted on April 22-23 and May 3,1999, at the
Catawba facility. The enclosed report presents the results of this inspection.
Based on the results of this inspection, an apparent violation was identified and is being
considered for escalated enforcement action in accordance with the " General Statement of
Policy and Procedures for NRC Enforcement Actions"(Enforcement Policy), NUREG-1600.
Accordingly, no Notice of Violation is presently being issued for this inspection finding.
The apparent violation involved the failure to maintain the Unit 1 ice condenser lower inlet
doors operable. This apparent violation is similar to an issue identified on Unit 2 and
documented in NRC Inspection Report 50-413,414/98-16.
An open predecisional enforcement conference to discuss the apparent violation as stated in
this report as well as apparent violations discussed in NRC Inspection Reports 50-413,
414/98-13 and 50-413,414/98-16 is in the process of being scheduled.

You will be advised by separate correspondence of the results of our deliberations on this
matter. No response regarding the apparent violation is required at this time.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
