SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION CONCERNING THE DIRECT GENERATION RESPONSE SPECTRA. AND THE SNUBBER REDUCTION PROGRAM - CATAWBA NUCLEAR STATION, UNITS 1 AND 2 (TACS 67359/67300)

The NRC staff has reviewed your latest submittal. dated May 10, 1989, concerning the direct generation response spectra snubber reduction program.

We find that:

1. Our basic concerns expressed during the December 5,1988, meeting were not adequately addressed. These concerns relate to: (a)the appropriateness of the ground response spectra to be used in developing floor res methodology, and-(b)ponse spectra through the direct generationthe adequa density function developed from the ground response spectra in the frequency range of interest.

-2. You have provided adequate information to justify the use of the equipment dynamic analysis package (EDASP) methodology for the direct generation of response spectra at Catawba Units 1 and 2.

Therefore, additional information, as identified in the enclosure, is required before we can complete our review. Your response is requested within 30 days from the date of this letter. Please contact me at (301) 492-1496 if you have any questions.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P. L.96-511.

Sincerely,

/s/

Direct Generation Response Spectra Catawba Nuclear Station Units 1, 2

REFERENCES:

1. Submittal from Duke Power dated May 10, 1989.
2. Summary dated December 13,'1988, of a Decenber 5,1988, meeting with Duke Power on Direct Generation of Response Spectra.
3. RAI dated November 4,1988, concerning the Direct Generation of Response Spectra.
4. Submittal from Duke Power dated September 16, 1988.
1. In references 2 and 3, the staff had suggested two options which Duke Power can use to demonstrate the appropriateness of the input response spectra. The latest submittal (reference 1) neither discusses these options nor provides ground response any(additional spectra bases1for CNS-GRS). Table of the use of4the reference Catawba clearly indicated tht the system responses calculated using the site-specific spectra could be as high as 18% above the responses calculated using the CNS-GRS. For some yet to be analyzed systems, the differences could be still higher. Therefore, the staff requests that Duke Power provide information as to how the input spectra conservatively represent the site characteristics. .
2. Reference 1 indicates that Duke Power is aware of the potential resolution of public comments on the proposed resolution of USI A-40 (revision to SRPs 2.5.2, 3.7.1, 3.7.2, 3.7.3). It should be noted, however, that the assessment of the adequacy of power is still required. It is more critical when the input response. spectra do not represent the site characteristics adequately. Target power spectral density function (PSDF) developed using the site-specific data and the recommendations of NUREG/CR 5347, Appendix B, is acceptable. Duke Power is requested to provide information to demonstrate that the CNS-GRS would satisfy the minimum PSDF criteria.
