NRC INTEGRATED INSPECTION REPORT 50-413/99-02 AND 50-414/99-02

Dear Mr. Peterson:

This refers to the inspection conducted March 14 through April 24,1999, at the Catawba facility.

,

The enclosed report presents the results of this inspection.

During the inspection period, your conduct of activities at the Catawba facility was generally

characterized by safety-conscious operations, sound engineering and maintenance practices,

and careful radiological work controls.

Based on the results of this inspection, the NRC has determined that three violations of NRC

requirements occurred. One of the violations involving inoperable refueling water storage tank

water level instrument channels, was considered for escalated enforcement consistent with

Appendix B of the Enforcement Policy. However, the NRC determined that the risk significance

of this violation was low, and as such, it satisfieKi the Severity Level IV enforcement criteria in

NUREG-1600 concoming the failure to comply with the action statement for a Technical

Specification limiting condition for operation. This and the remaining two violations are being

treated as Non-Cited Violations (NCVs), consistent with Appendix C of the Enforcement Policy.

These NCVs are described in the subject inspection report. If you contest the violation or

severity level of these NCVs, you should provide a response within 30 days of the date of this

inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington DC 20555-0001, with copies to the Regional

Administrator, Region ll, and the Director, Office of Enforcement, United States Nuclear

Regulatory Commission, Washington, DC 20555-0001.
