J This is in response to a concern raised by your staff to our inspectors on October 20,1998, l regarding the appropriateness of the interaction of the NRC Headquarters Operations Officer L v4th your on-shift operations staff during an event.

The NRC has reviewed the records of the conversations in question, and has determined that i
" certain of the NRC actions involving scope and extent of questioning were inappropriate.

. Actions have been taken in response to the concern to prevent recurrence.
