This refers to the special announced safety inspection conducted by Messrs.
R. N. Sutphin and T. E. Vandel of this office on October 28 - November 1 and
November 12-15, 1985, of activities at the Prairie Island Nuclear Generating
Plant, Units 1 and 2, authorized by NRC Operating Licenses No. DPR-42 and No.
DPR-60 and to the discussion of our findings with Mr. Watzl and others of your
staff at the conclusion of the inspection.
This inspection was an indepth assessment of the modification program and related
activities at Prairie Island. It was prompted by the NRC's concerns regarding
apparent uncontrolled modification activities which had adversely impacted
plant operating equipment.
No violations of NRC requirements were identified during the inspection. We
found your modification program to be reasonably effective; however, certain
key elements could be added to the program and its implementation could be
further improved through increased management attention. Accordingly, we
request that you give consideration to the recommendations which are included

in the attached report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of l
this letter and the enclosed inspection report will be placed in the NRC
