NSP has reviewed the RVID data base, as requested by NRC letter to Mr. Roger O.
Anderson from Tae Kim, dated August 11,1999, and has observed some differences in the data base values versus NSP's most recent review of this data.
Because the review of this material has not been finalized and the effort to retrieve copies of all of the original manufacturing test reports is still underway, there is some very small possibility that the basis supporting the following NSP comments may change. NSP does not expect any further review findings that will change the basis supporting the limiting material property data for either of the Prairie Island reactor units.
A summary of the proposed changes and observed differences are included in the attached tables. Also included in the Attachments is a list of references. The reasons for these suggested changes and observed differences are summarized as follows:

Many of the differences indicated in tables E-1 and E-3, PTS Summary Report for Prairie Island Unit 1 (2) Beltline Materials, appear to be due to the way significant figures were carried through the calculations. This in turn has created minor differences in certain of the values. NSP believes that these differences are minor.

- Paga 2 There is a notable difference in the Prairie Island Unit 1 W3 and Unit 2 W2 circuinferential weld material (Heat ID.1752) Chemistry Factor value, which has translated, through the surveillance ratio, into differences in the RTpTs and ARTpTs values (tables E-1 and E-3). NSP believes this difference in the Chemistry Factor is due to different chemistrv values for the surveillance material. RVID has values of 0.13% Cu and 0.09% Ni which appear to be one data set from the "R" capsule.
NSP proposes that these values be 0.14% Cu and 0.11% Ni, as seen in table 5 of Reference 25,' which is an average of all available surveillance data for this material.
As is stated in the NRC letter of August 11,1999, the unirradiated RTne data for the old Prairie Island materials were not used. This creates a notable difference in Table E-3 for these values. NSP proposes that the indicated values be used. Due to recent investigation NSP believes that the value for Prairie Island unit 2 forging shell C which was originally transmitted to the NRC in the responses of November 24,1993, and May 9,1994,14*F, was a preliminary value obtained
' before the final heat treatment for properties. The proposed value ,-4'F (also Creusot-Loire test data-this was incorrectly stated in NSP's response to Request for Additional Information dated November 24,1993) is more representative because it is the value obtained after the final heat treatment. Moreover, NSP believes the value of-6*F (also from the original Creusot-Loire test data) for Prairie Island unit 2
' forging shell D is the correct value. The RVID value is incorrect due to a series of mistakes. The RVID value of 2.0 F is a transcription error from -2.2 F (see NSP Response to Request for additional Information, dated November 24,1993, question 2b). The value of -2.2*F is incorrect due to a . subtraction error in table 5.1 (for unit 2) in Appendix A of the NSP response to Generic Letter 92-01, dated July 6,1992. ' The table has -19'C for the material RTne versus -21*C (-6*F).
Tables E-1 and E-3 indicate slight differences in the chemistry values for P and S for the forging shell C, forging shell D, and weld W3 material in both Prairie Island units.
NSP believes that these differences are due to the fact that RVID is using individual data points from the original Prairie Island Unit 1 and Unit 2 Reactor Vessel Radiation Surveillance Program, whereas NSP believes the best estimate for these values is more representative of the material properties. The best estimate calculation is shown in Tables E-6 and E-7.
Man'y of the values for material EOL USE and percent drop in EOL USE, contained .
in Tables E-2 and E-4, are slightly different. NSP, in obtaining their values, have l applied the graphing method required by Regulatory Guide 1.99 Rev. 2. NSP believes these differences are due to RVID's analytical method of obtaining the values versus the Regulatory Guide graphing method.
There is a notable difference in the value of the Prairie Island unit 1 forging shell D material unirradiated USE (Table E-2). NSP believes a value of 87 ft-lb versus

,134.00 ft-lb should be used, as the' RVID value has not had the necessary correction for direction applied to it.
Table E-2 indicates a proposed change to the Prairie Island unit 1 W3 weld unirradiated USE from the RVID value of 78.00 ft-lb to 78.5 ft-lb. This value is
_c onsistent with the unit 2 W2 weld value (the same material) and is consistent with Reference 1. ,
Tables E-8 and E-9, are a summary of proposed changes in the RVID values for the Prairie Island unit 1 and unit 2 Surveillance Data. NSP believes that the chemistry values in RVID are from the original surveillance program reports and this data was -
obtained from CMTRs. The suggested values for the surveillance data chemistry is
- an average of all the available data from the capsule reports.
i Also in Tables E-8 and E-9 are shown proposed changes to RVID for the Measured 1 detta RTne, Unirradiated USE, and Measured USE. NSP believes that these values I for.the forging material specimen's longitudinal and transverse directions of the various capsules have been transposed. Tables E-8 and E-9 also shows certain suggested changes in the Group CF values.
Our comprehensive review of all submittals related to Generic Letter 92-01 and
. subsequent revisions and supplements is nectly completed.
