This is to acknowledge receipt-of revisions to'thel Prairie Island Nuclear.

Plant Emergency Plan by your letter dated July 23, 1989. These revisions

.were received in the Region III office'on July 26,-1989.

Ac. discussed by telephone with Mr. Mel Agen of your . staff, we are not convinced m that there is adequate technical basis.for the; change made to table 4-1,

. Condition No. 12, regarding " complete loss of.any function needed for plant cold shutdown." Additional review of this change was requested.

We have reviewed the othe'r' changes te the Prairie Island Nuclear Plant

Emergency Plan and determined that they are consistent with the requirements of 10 CFR 50.54(q) anddo not decrease the effectiveness of the Emergency Plan. These changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes

.to your emergency plans which may decrease their effectiveness. However, if your safety review assures no decrease in emargency preparedness effectiveness, then such changes may be made without prior NRC approval. In all cases, you must furnish copies of each change to the NRC in accordance with 10 CFR 50.54(q). . Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50,-Appendix E,Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
