. By : letter dated June.14,1989, you responded to NRC Bulletin 89-01 dealing

, with the potential failures of the Westinghouse steam generator tube plugs at the Prairie Island Nuclear Generating Plant, Units 1 and 2.

We find that you have adequately responded to the actions requested in Bulletin 89-01. Your response indicated that the Prairie Island Steam Generator j

Comittee will consider various plugging and replacement options ' including sleeving as permitted by the technical specifications.

As we understand, based on your response, you comitted to remedial actions l

I during the January 1990 refueling outage for Unit No. I and September 1990 refueling outage for Unit No. 2 for replacing all. Westinghouse steam generator plugs supplied.from the subject heats of, Inconel 600 (i.e., heats identified in the bulletin) and which are located in the hot legs of the steam generators.

By a telephone discussion you also comitted to replace or repair all Westinghouse steam generator plugs from the subject heats located in the cold l

leg prior to their lifetime limit. We find these comitments acceptable.

l However, you did not specifically commit the implementing remedial actions j

regarding the plugs located in the hot legs of the steam generators during j

extended outages of greater than 4 weeks duration that would precede the -

next scheduled refueling outages.

It is our view that such a comitment is l

implicit in your response.

l This fulfills your requirements in responding to Bulletin 89-01. You should maintain in auditable form, records of the program and the results from implementing'the remedial actions. These records may be subject to future l

auditing. This completes our effort under TAC Nos. 73192 and 73193.
