Gentlemen:

This refers to the routine inspection conducted by Mr. R. Hasse and

Mr. R. Langstaff of this office on September 17 through October f, 1990 of

activities at Prairie Island Nuclear Generating Plant Units 1 and 2 authorized

by NRC Operating Licenses Number DPR-42 and DPR-60 and to the discussion of

our findings with Mr. E . Watz1 and others of your staff at the conclusion of

the inspection.

The purpose of this inspection was to determine if design changes and

modifications were being conducted in accordance with programmatic and

regulatory requirements. The inspection consisted of a selective examination

of procedures and representative records, observations, and interviews with

personnel.

While no violations of NRC requirements were identified ouring this inspection,

a number of concerns were raised.

Deficiencies relating to the small break

LOCA analysis, which has a bearing on one of the modifications reviewed, have

required a new analysis to be performed. We request that you provide us

results of that re-analysis (Paragraph 3.a.(1)).

In reviewing your actions to upgrade Frairie Island's commercial grade

dedication program, a number of issues were raised including non-specific test

criteria and lack of acceptance criteria for required checks. We also

determined that a QA audit in this area had identified the same weeknesses.

Please provide us within 30 days of receipt of this letter, your plans to

address the issues identified in paragraphs 2 (Commercial Grade Dedication

Followup) and 4 (QA audits) of the attached report,

in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room,
