This refers to the routine safety inspection conducted by Messrs.

P. L. Hartmann, Esquire, and D. C. Kosloff, of this office oa July 3 through

August 13, 1990, of activities at the Prairie Island Nuclear Generating Plant, ,

Units 1 and 2, authorized by NRC Operating Licenses No. DPR-42 and No. OPR-60, '

and to the discussion of our findings with Mr. E. L. Watz1 and other members

of your staff at the conclusion of the inspection.

The enclosed copy of our . inspection re) ort identifies areas examined during ,

the inspection. Within these areas, tie inspection consisted of a selectivt. ,

examination of procedures and representative records, observations, and >

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation l

of NRC requirements, as described in the enclosed notice. A written response l

is required.

In accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy of

this letter and the enclosure (s)_ will be placed in the NRC Public Document '

Room.

The responses directed by this letter and the accompanying Notice are ilot ,

subject to the clearanct procedures of the Office of Management and Budget as

. required by the Paperwoi k Reauction Act of 1980, PL 96-511.

We will gladly disct.ss any questions you have concerning this inspection. ,
