license candidates will' complete a minimum of three months in training on shift. Enclosure 1 of the March 28, 1980, Denton letter states that SRO candidates "shall have three months training as an extra person on shift in the control room." Please clarify your statement to indicate whether or not the three months in training will be as an extra person on shift in the control room.
