Troian Nuclear Plant Fire Protection Plan. Amendment 17. PGE-1012 This letter documents the transmittal of eleven copies of Amendment 17 to PGE-1012, " Trojan Nuclear Plant Fire Protection Plan." In accordance with 10 CFR 50.48(f), Amendment 17 reflects revisions to the Fire Protection Program made during decommissioning activities. The changes do not reduce the effectiveness of fire protection for facilities, systems, and equipment which could result in a radiological hazard, and take into account the :Wommissioning plant conditions and activities.

PGE certifies that Amendment 17 accurately presents changes to PGE-1012 since the previous submittal of Amendment 16, necessary to reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirements.

Attachment to VPN-082-96 December 19,1996 Page1 of2 Summary Descrintion of Chases The following list provides a synopsis of the changes incorporated into PGE-1012, Amendment 17. These changes have been evaluated and determined not to involve an unreviewed safety question as required by -

10 CFR 50.59.

In accordance with 10 CFR 50.48(f), Amendment 17 reflects revisions to the Fire Protection Program made during decommissioning activities. The changes do not reduce the effectiveness of fire protection for -

facilities, systems, and equipment which could result in a radiological hazard, and take into account the decommissioning plant conditions and activities.

These changes also have been shown to meet the criteria of Amendment No.192 of Trojan Possession Only License, NPF-1, in that the changes do not adversely impact the safe storage ofirradiated fuel or increase the likelihood of an offsite release of radioactive material due to a fire.

LDCR 95-012 These changes reflect the changes in fire hazards and plant components due to decommissioning activities and demonstrates that the program retains elements necessary for the safe storage ofirradiated fuel and maintains measures that control  !

the release of radioactive materials in the event of a fire. Section 2.4 was expanded j to designate the Fire Protection Systems that remain quality-related.

Changes also identify fire protection systems that have been deactivated and equipment that has been de-energized, drained, or removed to reduce fire hazards.

A notation was added to clarify that contractors are required to follow the i stipulations of the Trojan Fire Protection Program. i NFPA code deviations contained in Table 3.9-1 were updated. l 4

Minor administrative and editorial changes were also made.

LDCR 95-049 The text related to Fire Brigade staffing was changed from a 3-man to a 2-man incipient fire brigade. This change was made based on a reduction of fire hazards in the plart.

LDCR 96-004 PGE-1012 was changed to reflect the removal of the Radwaste Storage Building and portions of the Maintenance Building to support installation of the Independent Spent Fuel Storage Facility.

i LDCR 96-005 Text was revised to reflect deactivation of the emergency diesel generators, jockey '

fire pump, and the diesel fuel oil system.

Minor editorial and administrative changes were also made.

LDCR 96-021 Text was updated to reflect ongoing decommissioning activities, including the removal of the emergency diesel generators, diesel fuel oil tanks, transformers, smoke detectors, and reduced combustible loading.

LDCR 96-031 Text changes were made to implement Trojan Possession Only License, NPF-1, Amendment #195, which was approved by the Commission on October 31,1996.

l This Amendment reflects changes to the plant organization.

., LDCR 95-040 Text was revised to reflect reclassification of the Service Water System from

} Seismic Categorv I to Seismic Category II. SFP heat-up rates are updated to reflect s current fuel decay heat.
