APPENDIX A NOTICE' 0F VIOLATION

' Nebraska'Public Power Docket No. 50-298 Cooper Station' License No. DPR-46 As a result of the inspection conducted on March 11-22, 1985,.and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal Register Notice (49 FR 8583) dated March 8,1984, the following violation was .

identified:

A. 10 CFR 50.55a requires that'the reactor coolant pressure boundary be constructed in accordance with the ASME III Code for Class I systems.

American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel

. (B&PV) Code,Section III NB5320, requires that indications observed in inter-preting radiographic film are recorded and dispositioned. The proper dis-position of linear indications that exceed code requirements is repair of the affected area.

Contrary to the above, an NRC review of radiographs during March 11-22, 1985 disclosed that inspected and~ accepted ASME Code Class I weld N2H contained unacceptable linear indications in the radiographs that were not recorded or-dispositioned.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions-of 10 CFR 2.201, Nebraska Public Power is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
