During an NRC inspection conducted on April 10-14,1989,'a.violationof$RC l

requirements was identified. The violation involved failure to control welding' activities.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation -

isLlisted below:

4 Criterion IX of 10 CFR Part 50 Appendix 8 specifies that measures shall be-

' established to assure that welding is' controlled and accomplished by 1

qualified personnel using qualified procedures in.accordance with applicable codes. and other special requirements.

Maintenance Procedure No. 7.7.15' does not control-the heat input within the limits qualified as required by ASME Section IX 1983 Edition for welding materials requiring impact properties'.

D1.1-85, which states that E7018 electrodes shall be heated to at 1

least 250 F.

(1) the reason for the violation if admitted, (2)-the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the o

date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
