DPR 46 During an NRC inspection conducted on June 29 through August 9,1997, a violation of i
' NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

Technical Specification 6.3.3.A requires, in part, that routine test procederes be provided to satisfy operating license requirements, such as routine testing of _

equipment required by the Technical Specifications.

On July 31,1997, the inspector identified that Procedure 6.PC.308, "Drywell Pressure Suppression Chamber Vacuum Breaker Calibration and r
Functional Test," a routine test procedure, did not satisfy operating license requirements in that plant conditions caused a differential pressure across the torus to-drywell vacuum breakers during lift force testing which was not i
addressed in the acceptance criteria or evaluation of forces on the valve.

On May 4,1997, Valve RHR MOV MO348 was tested with a routine test procedure which was not appropriate in that a modification of the valve was not reflected in the test stroke time limit.
This is a Severity Level IV violation. (Supplement 1)(298/97007-05)
