I APPENDIX A NOTICE OF VIOLATION j
Nebraska Public Power District Docket:
50-298 Cooper Nuclear Station Operating License: DPR-46 During an NRC inspection conducted on January 23-27 and February 6-10, 1989, a violation of NRC requirements was ic'entified. The violation involved the failure to maintain. records for a Safety Review and Audit Board (SRAB) member to demonstrate receipt of required annual training.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
Failure to Maintain Training Records Criterion V of Appendix B to 10 CFR 50 and the licensee's approved quality assurance program description require that activities affecting quality shall be accomplished in accordance with documented instructions.
"SRAB Training Program Guidelines," Change ?, Attachment 3 to the "SRAB Instructions and Guidelines," requires that records will be maintained of the 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> of training that SRAB members participate in each year.
Contrary to the above, the NRC inspector found from the review of records i
that one member of SRAB had not coinpleted the 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> of required training in the year 1988.
This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violation if admitted, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further violations, and the date when full compliance will be achieved. Where good cause is shown, I
consideration will be given to extending the response time.
