l D PENDIX A NOTICE OF VIOLATION

-Nebraska Public Power District Docket: 50-298 Cooper Nuclear Station Operating License: DPR-46 During an NRC inspection conducted on August 27-31, 1990, a violation of NRC requirements was identified. The violation involved the failure to perform postaccident sampling system (PASS) operator training at the 6-month frequency.

In accordance with the " General-Statement of Policy'and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990) (Enforcement. Policy),

the violation is listed below:

Postaccident Sampling System Training '

Technical Specification 6.3.7c states, "A program shall be established to obtain.and analyze . . . samples under accident conditions. This program shall include training of personnel, . . . and provisions for operability of sampling and analysis equipment." Training Program i Descriptions (TPD)-0411 and TPD-0412 require that all chemistry >

technicians be trained and requalified semiannually.

Contrary to the above, the inspectors determined on August 30, 1990, that PASS operator requalification training had not been conducted for all chemistry technicians and completed routinely within the time period of every 6 months plus 25 percent during the time period October 1988 through '

-August 1990.

Pursuant .to.the provisions of 10 CFR 2.201, Nebraska Public Power District is -

hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in' reply, including for each violation: (1) the reason 'for the violation if admitted,

.(2) the corrective step, which have been taken and the results achieved, (3),the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
