McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Technical Specifications for the Inadequate Core Cooling Instrumentation

Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed Technical Specifications are submitted pursuant to discussions with the NRC during the NRC audit of the McGuire Inadequate Core Cooling Instrumentation on June 19, 1984.

The proposed Technical Specifications provile the operability and eurveillance requirements for the additional Subcooling Margin Monitor System Channel and the Reactor Vessel Level Instrumentation System (RVLIS). The RVLIS has been implemented on Unit 1 as discussed in an earlier Duke Power letter (Mr. Hal B. Tucker to Mr. Harold R. Denton, dated May 16, 1984). An identical RVLIS l will be installed on Unit 2 during the first refueling outage. The proposed Technical Specifications also apply to the Unit 2 RVLIS.

l Attachment 1 contains the proposed Technical Specification changes. Attachment 2 discusses the Justification and Safety Analysis to support the proposed

! changes. Attachment 3 provides an analysis performed in accordance with the

standards contained in 10 CFR 50.92 as required by 10 CFR 50.91. This l analysis concludes that the proposed amendments have been reviewed and have been determined to have no adverse safety or environmental impact.

This request involves one application for amendment to McGuire's Technical Specifications. Accordingly, pursuant to 10 CFR 170.21, a check for $15%00 is enclosed.
