Dear Mr. Denton:

Proposed amendments are attached for Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2. These proposed amendments would involve changing the surveillance requirements for diesel fuel oil in Technical Specification 4.8.1.1.2. The proposed surveillance would be more effective in detecting unsatisfactory fuel oil while being simpler and less expensive to perform.

Attachment 1 shows the proposed amendments. Attachment 2 is a discussion of the justification and safety analysis. An analysis which concludes that the changes do not involve a significant hazards consideration is provided in Attachment 3. A report by Mr. Kurt H. Strauss, a petroleum fuels consultant, is provided as Attachment 4 in support of the justificatica a Td safety analysis.

Attachment 5 describes Mr. Strauss' qualifications.

Implementation of the proposed amendments would involve substantial changes to procedures, training of personnel, and procurement of equipment. Therefore, we request that the proposed amendments be made effective approximately 3 months after issuance.

Although the proposed surveillance requirements are being requested only for McGuire Units 1 and 2, most of the changes are generically applicable; we request that the NRC staff consider making c.hanges to the Standard Technical Specifications, where appropriate.

Pursuant to 10 CFR 170.22, Duke Power proposes that this app.ication involves one Class 111 amendment and one Class I amendment. Accordingly, a check for

$4,400 is enclosed.
