In the Matter.of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 By letter from D. B. Vassallo to H. G. Parris dated April 7,1983 we received

' notification that TVA Topical Report, "BWR Transient Analysis Model Utilizing the RETRAN Program," TVA TR81-01, was acceptable for referencing with reload

. cvaluations of the Browns Ferry Nuclear Plant. In that letter two conditions were placed on the acceptance, one involving methods for generating values of gap conductance and the other involving generic review of RETRAN.

In an effort to remove the first condition regarding use of approved methods for generating values of gap conductance, there have been several telephone

' discussions between TVA and the NRC staff. The enclosed report, " Validation of COMETHE III-J for Gap Conductance Calculations" has been prepared by TVA in response to that concern. We believe that the information in the report supports removal of the first condition from NRC staff acceptance of RETRAN.

With respect to the second condition, we understand from telephone discussions

.with R. J.' Clark of four staff that RETRAN has been approved generically pending completion of an SER.

4 The first licensing application of RETRAN by TVA will be for Browns Ferry unit 3; cycle 6. The submittal is scheduled for January.1984, with approval needed by-April 1984. By this letter, as supported by the enclosed report, we are requesting that both conditions be removed from NRC acceptance.

Please get in touch with us through the Browns Ferry Project Manager as soon as possible to confirm removal of these conditions.
