Emergency Operating Procedures Generation Package

Dear Sir:

Reference (b), Item 7.2, requires operating license applicants to submit a Procedures Generation Package to the NRC at least three months prior to the

! date it plans to begin formal operator training on emergency operating l

procedures (EOPs). Public Service Company ot New Hampshire (PSNH) intends to l commence operator training on E0Ps on May 1, 1984. Accordingly, please find attached a document entitled, " Procedures Generation Package for Seabrook

  • Station."

l Item 7.2 of Reference (b) also requires the submittal of fechnical Guidelines for the development of E0Ps. Public Service Company of New Hampshire has participated in the Westinghouse Owners Group effort to develop Emergency Response Guidelines (ERGS). The attached Procedures Generation Package describes the development of Seabrook-specific E0Ps utilizing Revision l

J of the ERGS, Revision 1 to the ERGS was provided to the NRC as per j Reference (d). A comprehensive verification and validation program of the ERGS was succescfully completed at the Seabrcok site-specific simulator. This l validation program demonstrated the effectiveness of both the ERGS and the Seabrook-specific E0Ps.

s Pu1Lic SEnvict COMPANY OF NEw HAMPSHi;;E PAGE 2 The Procedures Generation Package, in conjunction with the submittal of Revision 1 to the ERGS, fulfills PSNH's requirement to respond to Item 7 of Reference (b) " Upgrade of Emergency Operating Procedures" and addresses the Safety Evaluation Report Open Item related to TMI Action Item I.C.1, discussed in Reference (c).

As a result of the extensive effort in the development of Seabrook-specific E0Ps,and operator training of these procedures, PSNH is confident that our licensed operators will be able to successfully deal with complex emergencies, including making sound choices among alternative responses under stress.
