Dear Mr. Denton:

Attached are p oposed amendments to the Technical Specifications for Facility Operating License Nos. NPF-9 and NPF-17 for McGuire Units 1 and 2 respectively.

The proposed amendments described in Attachment I would change the required time for performing certain diesel generator surveillance from "18 months" to

" refueling". The proposed amendments described in Attachment 2 would involve cycling valves in the Turbine Overspeed Protection System on a monthly basis instead of weekly. Each attachment shows the proposed change and includes a discussion and safety analysis. An analysis of significant hazards considera-tions is provided as required by 10 CFR 50.91.

Please note that unless the proposed changes described in Attachment 1 are approved before October 27, 1983, McGuire Unit I will be required to shutdown to perform surveillance. Therefore, we request that timely review and approval be accomplished to allow McGuire Unit I to continue operation until the next refueling outage scheduled for January, 1984.

Pursuant to 10 CFR 170.22, we ptopose that this request involves two Class III license amendments for McGuire Unit 1 and two Class I amendments for McGuire Unit 2. Accordingly, a check for $8,800 is enclosed. These amendments have been reviewed and determined to have no adverse safety or environr. ental impact.
