Tie Alliance to Close Indian Point has sent a delegation to Washington today to bring you our concerns regarding the Indian Point power plants at Buchanan, New York.

Representative Ottinger's Subcommittee on Energy, Power and Conservation heard testimony today from the foremer chairman, appointed by you, of the Atomic Safety and Licensing Board, regarding the interference of the majority of the Nuclear Regulatory Commissioners into the Indian Point safety hearings. Judge Louis J.

Carter chose to speak out. We applaud his courage, integrity and fairmindedness.

His resignation confirmed our worst fears. His act of conscience has exposed and shattered the little remaining NRC pretense at fairness.

We ask: What are citizens in a democracy to think when a regulatory agency sets up rules for a hearing, and then changes them mid-way through the hearings?

We will not forget.

We come to tell you of widespread public indignation sweeping our communities.

As citizens begin to face the reality of the threat to our loved ones, families, neighbors, homes and communities which an accident at Indian Point poses, they are speaking out against this absurdity. Numerous elected officials and citizens are chorusing their outrage. We know about the partial meltdown at Three Mile Island -- the accident that j

was too " incredible" to happen. We will not forget.

We will not forget the endless series of shutdowns that keep these plants off line months each year. Frankly, when both plants are shut down simultaneously, as now, many neighbors sleep a little easier.

l We will not forget the absurdities of the evacuation plan for the 300,000 people within 10 miles of the plants, but we will also not forget the 17 million of our fellow humans within 50 miles, who will also be at risk in the event of an accident at the I

plant. We will not forget the first 120-day regulatory clock which you invoked, nor t

the meanincless March 3 drill nne the current 120-day delay we find ourselves in now.

. We will not forget the three years of interminable delays obstruction and stalling that have accompanied the hearing process.

We will not forget about the dozens of identified but unresolved safety defects at Indian Point. We will not forget about the unresolved radioactive waste disposal problems.

The Atomic Safety and Licensing Board hearings have been permanently. contaminated by your recent interference. We will not forget.

If you have any serious intent of restoring a modicum of public confidence in the hearing process, we call on you to immediately rescind your order of July 27th,1982, and to adhere rigidly to your own regulations by immediately shutting down the reactors at Indian Point until such time as a workable and adequate evacuation plan is in place.

We will not forget. 'Today we bring you petitions bearing the signatures of 17,000 citizens who call for the immediate shutdown of the plants. W e will not forget....

and we will be back. Again and again. We will not forget until either the Nuclear Regulatory Commission, you, fulfill your public mandate to protect the health and safety of all the people --- regardless of any economic interests --- or until we see the NRC stripped of its power to gamble with our lives.
