FINAL SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) REPORT NO. 50-293/91-99 This letter forwards the final report of Pilgrim Nuclear Power Station's SALP for the period September 29,1991 thmugh March 13, 1993. The initial report was forwarded by our May 21,1993 letter and discussed with you and your staff at a meeting held in Plymouth, Massachusetts on June 10, 1993.

Based upon the discussions at that meeting and your written response dated June 25,1993, no changes in the assessment were made.- However, based on public comments, the SALP Board was mconvened on August 10,1993 to discuss the Emergency Preparedness evaluation (Section III.D). After consideration of these comments and an independent review of past emergency preparedness exercise performance, the Board concluded that no change to the rating in this area was warranted. One minor change was made to the Emergency l Preparedness section for clanfication purposes.

1 We are pleased by your commitments toward improvement through self-assessment practices l and your desire to improve the performance of the nuclear organization. We are also encouraged by your recognition of needed modifications to the electrical switchyard to better cope with weather-related challenges.
