Dear Mr. Cline:

This letter is to inform you of the completion of the corrective actions the U. VA. Nuclear Reactor Facility implemented in regards to NRC Inspection Report No 50-62/92-03, as noted in the above referenced letter. Initial training, procedures, and inventories have been completed, however, refinements and improvements will continue in these areas as well as in our entire emergency preparedness program.

Krause SUBJ ECT : 1992 Emergency Drill Commitments The following is a summary listing of the commitments the UVA Reactor Facility made to the NRC following the 1992 Emergency Preparedness Drill of November 17, 1992.

1. Placing " grab-bags" in each emergency locker.

Implementation date: 1 April Status: completed 23 March.

2. Placing a CPR ventilator shield in each emergency locker.

Implementation date: 1 April Status: completed 18 February

3. Obtaining a stretcher for the Facility.

Implementation date: 1 April Status; completed 8 April

4. Obtain at least 2 cdditional survey instruments.

Implementation date: none (instruments arrived prior to commitments being finalized)

Status: completed-1 December 1992

5. Dialing "911" as single initial phoned help request.

Implementation date: 1 April Status: completed 8 March (training) ,

6. Consideration of automatic relocation of ESC to off-site.

Implementation date: none (not a firm commitment)

Status: completed 6 May, approval of OEHS -

received, procedure approved by Reactor Safety Committee

7. Radiological monitoring re-training of staff.

Implementation date: 1 May Status: completed 19 April (training)

8. Attempt to obtain communications with Fire Department via walkie-talkies.

Implementation date: 1 May Status: completed 15 April

9. Obtain a cellular phone.

Implementation date: 1 May Status: completed 8 March

10. Compile a master list of hazardous chemicals used in Facility and their location.

Implementation date: 1 May Status: completed 5 May

11. Hard-wired emergency lights located in the front office.

Implementation date: 1 May Status: completed 8 March

12. Store flashlights in each emergency locker.

Implementation date: none (installed before commitments were finalized)

Status: completed 1 December 1992 In summary, as of 7 May 1993, of the 11 firm commitments made:

All eleven commitments are satisfied. As always training, procedure revising and program upgrading continues.

In addition to the above corrective actions:

1. There has been a battery backup power supply installed for the building public address system and evacuation / fire alarm sirens.
2. Don Krause attended the Fourth Topical meetinn on Emernency Prenarednoss and Response, April 25 - 28, 1993, to obtain industry perceptions / knowledge of emergency planning and expand the information base available to the facility.
