Attached is a description of the CPSES prompt notification system, a listing of the factors that may hinder implementation and a completion schedule for the system. This information is a follow-up to Mr. R. J.

Gary's letter of August 24, 1981.

Attachment 1 to TXX-3466 TUGC0 will install a prompt notification system for Comanche Peak Steam Electric Station (CPSES) in accordance with the requirements of 10CFR50, Appendix E Section IV.D.3. The system will be used for CPSES emergency alert and, in addition, will be used for warning of natural disaster or of nuclear attack.

The emergency alerting system will employ forty (40) sirens (See ,

attached figure for approximate location of sirens). The sirens will have an output of 125 db nominal at one hundred feet (100') with 360 degree coverage. Two control points will serve as the media for transmission of an emergency alert to persons living within a ten (10) mile radius of the plant for specified conditions at the plant. The control of the system will be with the Sheriff's Office in either Hood or Somervell County.

The sirens will be divided into four (4) zones. There will be two (2) zones in Hcod County and two (2) zones in Somervell County. Each of the control points will be capable of activating the entire system or any one of the zones. The four zones are as follows:

1) Eastern Somervell County (11 sirens).
2) Western Somervell County (7 sirens).
3) Western Hood County (11 sirens).
4) Eastern Hood County (11 sirens).

Conceivable delay factors include inclement weather, delayed shipment of components by vendors or easement disputes.

! The system will be installed in a timely manner to support the expected FEMA review during the joint exercise cf our facility with offsite authorities, prior to issuance of a license for power operation. The scheduled completion date for the CPSES prompt notification system is November 30, 1982.
