Dear Mr. O'Reilly:

On June 23, 1983 your office was informed that three broken holddown springs were discovered during a visual inspection. This constitutes performance of components that requires remedial action to prevent operation in a taanner less conservative than assumed in the accident analyses in the safety analysis report. Reportable Occurrence Report R0-269/83-13 providing details of this incident was to have beer, submitted to you by July 7, 1983 pursuant to Technical Specification 6.6.2.1.a(9). However, the investigation of this incident and the preparation of a report are incomplete at this time. It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than July 21, 1983.
