Dear Mr. O'Reilly:

At approximately 0900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br /> on March 19, 1981, Oconee Nuclear Station was informed of a hanger nonconformance identified pursuant to OIE Bulletin 79-14 which required declaring a portion of the Unit 2 LPI system seismically inoperable. The portion involved was from 2LP-47 to the core flood line branch. Sir.ce Unit 2 was at cold shutdown at the time, no LCO's were involved. However, it wr.s determined that a report was required by Technical Specification 6.6.2.la(9): " Discovery during unit life . . . that require remedial action or corrective measures to prevent the existence or develop-ment of an unsafr :ondition." The 24-hour notification to NRC Region II was made on March 19, 981, in addition the telecopy was transmitted on March 19, 1981.

It has since been learned that the declaring of the affected portion of the LPI system seismically inoperable was premature, in that the 48-hour period permitted by Bulletin 79-14 for correction of the nonconformance and/or analysis of the affect on system operability had not expired. The hanger nonconformance was repaired within the 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> permitted and the analysis of the affect on system operability was terminated.

In light of this fact, it is now considered that this item is not reportable pursuant to Technical Specification 6.6.2.la(9).
