On December 29; 1981, the Reactor Building Cooling Unit 'C' was declared inoperable due to the inability to open the discharge valve, 1LPSW-24.
This constitutes operation in a degraded mode per Technical Specification 3.3.5.c(2).
Reportable Occurrence Report R0-269/81-25, providing details of *..is incident, was to have been submitted to you by January 28, 1982,
~ pursuant -to Technical Specification 6,6,2,1.b(2),. However, the investiga-tion of this incident and the preparation of.a report are incomplete at this time.
