Dear Mr. O'Reilly:

On March 12, 1982 your office was notified of a reportable occurrence involving l Westinghouse SA-1 in service at the Keowee Hydro Station. Reportable Occurrence l Report R0-269/82-07 providing details of this incident was to have been submitted I to you by April 9, 1982. The original determination of reportability was based on identification by Westinghouse that the SA-1 type relays do not meet the full  ;

surge withstand requirements of ANSI C37.90 - 1978. However, subsequent review l has determined that the design and construction of the Oconee Plant and the Keowee Hydro Stations predate--the establishment of this standard.

Duke Power Company has had these relays in service for years in both safety and non-safety applications without any failures attributed to surges. Additionally, the surge withstand requirements of ANSI C37.90 - 1978 were not a design criteria or a regulatory requirement for this application. Hence, it is considered that this occurrence is without safety significance and is not reportabic.
