This filter is used in the spent fuel Technical Specification 4.14.

Failure to implement adequate administrative procedures in a timely manner after a change to a Technical Specification is the apparent cause of'this occurrence.

e Analypts of' Occurrence:

Five spent fuel assemblics and two orifice rods were moved on July 25th and six spent-fuel assemblies were moved on July 30th. Both movements were contrary to Technical Specification 3.8.12 in that the Reactor

~ Building Purge filter had not been demonstrated operable by the perfor-mance of required testing.. However, a fuel handling accident has been analyzed and the resulting offsite doses would not have exceeded the guidelines of 10CFR100 even if the spent fuel pool ventilation system

, as inoperable. The results of the testing performed on the Reactor w

Building Purge filter indicated that the filter was acceptable for continued use.

Therefore, it is concluded that the health and safety of the public were not endangered.

Corrective Action:

All spent fuel handling operations were suspended immediately after this condition was identified.

In place filter tests were performed on j

August 6, 1977 and a laboratory sample was sent offsite for the methyl iodine removal test. All tests and analyses met the acceptance criteria of Technical Specification 4.14.

The-Reactor Building Purge and_ Penetration Room Ventilation System Running Time Check procedure is being performed on a bi-weekly basis.

Operr'ing personnel have been instructed on the importance of properly comp] ting all reviews and assignments including those of a periodic or-routine nature.
