EP Occurrence Date: January 5, 1973 Facility: Oconee Units 1, 2 and 3, Seneca, South Carolina Identification of occurrence- Ecowee Hydro Unit I not veri f ied operabh-within one hour of taking Unit 2 out of service.

Conditions Prior to Incident: Unit 1 100% FP Unit 2 90% FP Unit 3 71% FP Dascription of Occurrence On January 5 at 1040 Keowee Hydro Unit 2 (a source of auxillary power te the Oconee Nuclear Station) was taken out of service for maintenance resulting in the disabling at the emergency start feature of the unit. At 1600 the unit was returned to service and verified operable. Keowee Unit I was not, however, verified operable until 1609. Technical Specification 3.7.2(b) requires that in such an instance the other Keowee Unit (Unit 1) be verified operable within one hour of removal of the unit (Unit 2) from service.

Apparent Cause of Occurrence lhe apparent cause of the delay in checking Keowee Unit 1 operability was failure to follow established procedures (personnel error). Procedure OP/0/A/1106/19 provides steps to assure that the requirements of Technical Specification 3.7.2(b) are met.

Analysis of Occurrence Technical Specifications state that one Keowee Hydro Unit may be inoperable for periods not exceeding 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for tests and maintenance provided the other Keowee Unit is connected to the underground feeder cable and verified operable. Keowee Unit 1 was connected to the underground feeder cable and was operable when checked. All off-site sources of emergency power and all Oconee Nuclear Station Units were available for emergency power if needed.

The health and safety of the public were not endangered by this incident.

Corrective Action All operators associated with this incident reviewed the applicable Technical Specifications and operating procedures.
