Oconee Units 1,2,3, Seneca, South Carolina Identification of Occurrence: Keowee Hydro Unit 2 Field Flashing Breaker Inoperable Conditions Prior to Incident:
Unit 1 100% FP Unit 2 80% FP Unit 3 76% FP Description of Occurrence:
On December 19, 1977 at 1240 in an attempt to start Keowee Hydro Unit 2 from the Oconee control room, the field flashing breaker failed to close, as required. A second attempt was made at 1250 at which time the breaker closed normally.
Keowee Unit 2 was then shut down in order to determine the problem in the field flash breaker. Upon inspection, no abnormalities in the breaker were discovered. The unit was declared operable after starting several times without incident.
Apparent Cause of.0ccurrence:
Examination and repeated operation showed no abnormalities within the breaker.
A full inspection of the breaker also showed no abnormalities.

Analysis of Occ urrence:
