In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 In reiponse to D. G. Eisenhut's April 10, 1531 letter to All BWR Licensees, we have completed our review of the NRC's Office <>f Analysin and Evaluation of Operational Data report entitled, " Safety Concerns Associated with Pipe Breaks in the BWR Scram System." We believe that General Electric's (GE) generic evaluation, NED0-24342, dated April 1981, which was provided to the NRC by letter dated April 30, 1981 fron G. G. Sherwood (GE) to D. G. Eisenhut, provides the information requested by the NRC for the 45-day response. We believe that this document responds to the 45-day questions in full and responds to the 120-day questions on a generic basis. We will continue to review Browns Ferry Nuclear Plant in light of NEDO-24342 and provide, in aacordance with your letter, any significant plant specific differences and sNeir implications.

Based upon the generic evaluation by GE which indicates that a break in the scram discharge piping is a low probability event and based on the availability of systems to recover from the postulated event, we recommend that a break in the scram discharge piping not be considered as a design basis accident.
