Dear Mr. Denton:

Mr. Darrell G. Eisenhut's letter of February 18, 1981 (Generic Letter 81-10) provided details of the NRC's position with respect to requirements for the Emergency Operations Facility and staffing levels for emergency situations.

Mr. Eisenhut's letter further requested confirmation that the implementation dates would be met. Attached is Duke Power Company's response.

  • Duke Power Company Response To Generic Letter 81-10 McGuire Nuclear Station Docket Numbers 50-369, 50-370 Emergency Response Facilities Duke Power Company will submit conceptual design information for the EOF, TSC, and OSC at McGuire Nuclear Station on June 1,1981. We intend to exercise " Option 2" as described in Table III.A.1.2-2 for the EOF location. This new EOF location will be operational by October 1, 1982. The interim EOF established at the McGuire Technical Training Center will continue to be operated until the upgraded facility becomes fully operational.

The TSC and OSC will be unchanged from the present locations.

Emergency Staffing Levels Table B-1 of NUREG-0654 details NRC's guidance on minimum staffing requirements for emergency situations at nuclear power plants. The McGuire Nuclear Station Emergency Plan, Table 5.1-1, describes onshif t and 60 minute augmentation personnel that would be available in emergency situations. The difference between the t"o tables is that the personnel listed in Table B-1 under the 30 minute categor are under the 60 minute augmentation category of our Table 5.0-1.

Duke Power Company personnel who would fill these 30 minute augmentation category roles can respond in 30 to 60 minutes as described in the attached table. These response times are based on normal conditions and do not consider delays in response that may be occasioned by time of day, meteorological conditions, road conditions, or other extraordinary occurrences.

A response in "approximately" 30 minutes (30-60 minutes) is possible as evidenced by the supporting data in the attached table.

On-shif t personnel have been trained and are competent to effectively perform -

necessary duties in the event of an emergency at McGuire. These on-shift personnel can perform the necessary functions of the "30 minute" augmenting staff described in Table B-1 until such augmented staff arrive.

Also, change 3 to the McGuire Emergency Plan will include the instrument and control technician inadvertently left off of Table 5.1-1 in change 2 of the Plan.
