20555 Subjects McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 370 Supplement to Technical Specification kendment, 4.6.1.8, Annulus Ventilation System Gentlement By letter dated May 9, 1990, I submitted a proposed license amendment to facility operating license NPF-9 for McGuire Nuclear Station Unit 1.
Because the McGuire Unit 1 and 2 Technical Specifications (TS) share a common document, our submittal should have also requested an amendment to Unit 2 to reflect this purely administrative change. No technical.or substantive changes are being made to Unit 2.
Therefore, as discussed with Mr. D.S. Ilood of NRC Project Management, during a telephone conversation on May 10, 1990, we request this change also be included.
Mr. Ilood requested additional information regarding the events that led to our emergency TS request. Around mid-April 1990, we determined the problem
- i existed at our Catawba facility. The problem was discovered by the Catawba llVAC Task Force which is reviewing Catawba llVAC systems in parallel with our Design Basis Documentation efforts. Subsequently, a TS request for the Catawba Annulus Ventilation (VE) system was submitted on April 23, 1990. On April 27, 1990 a review of the McGuire VE system was initiated to determine if the same problem existed. Following an initial Design Engineering review, on May 3, 1990, additional performance data was requested to determine operating conditions on Unit 1 and 2 with respect to the postulated degraded grid voltage condition. We determined'that Unit 2 could operate with a decreased VE system flowrate tolerance, but that the Unit i VE system would be inoperable if additional actions could not be taken to raise system flowrates to an acceptable level. Our Regulatory Compliance staff was notified that a possible emergency TS condition may exist. By the evening of May 4, we determined that we would need to pursue a TS revision.
On Monday morning, May 7, we contacted the NRC staff and notified them of the need for the TS amendment, and provided them an update of our situation.
In conclusion, our emergency TS amendment request could not have been
. avoided. It was created by the self-recognition of the previously mentioned degraded grid voltage condition. We believe our actions have been timely.
